Poulan Pro PP208E24 Snowthrower neutral position?

I just purchased a Poulan Pro PP208E24 model snowthrower from Costco in Ottawa, ON. I have assembled the unit per the manual.
The problem I have is that the unit does not seem to have a neutral position. Without depressing any levers, I am able to move the machine forward and back (with the engine off), but cannot turn the unit without dragging a wheel. I can hear a chain or something that is engaged. Am I missing something to get it into neutral? Is this just the design of the unit?
The unit will not move at all with the drive lever depressed, both wheels lock, which I would expect.
